Rabat – A total of 530 Moroccans sought asylum in Spain last year, many claiming persecution for political, ideological, ethnic or sexual orientation circumstances, according to unofficial data from the Spanish Interior Ministry.About 11 percent of the total number of Moroccans who illegally entered Spain last year eventually sought asylum, according to data from the European Frontier Agency.The number of asylum seekers reaching Spain from the Maghreb is low compared to other nationalities, such as 10,000 citizens from Venezuela and 4,300 Syrians.In 2016, Spanish authorities granted 10 Moroccans asylum, while another 206 were granted “subsidized protection,” a status that provides a travel document, work permit, residency and support for several months. According to Frontex’s 2018 report, domestic conditions in Morocco and the kingdom’s place as a main transit route for migrants heading to Spain have created a surge of departures from Morocco’s western coast in the past year. Large capacity boats, often overcrowded, are able to transport significant numbers of migrants, many who pay large sums of money.Moroccans accounted for the most nationals that illegally crossed into Spain using the Western Mediterranean Route. Their numbers are steadily increasing: 468 in 2014; 631 in 2015; 722 in 2016, and 809 in 2017. They were followed by Algerians and Ivorians.The sea border between Spain and Morocco remains significantly affected, with Ceuta as the most reported departure hub, and Moroccan nationals as the main nationality.Smugglers from 55 different nationalities were involved in the facilitation of irregular migration towards Libya, Turkey and Spain and onwards to the EU, said the report.It added that facilitators were active in 41 different countries, most coming from Turkey (37 percent) and Libya (30 percent). Iraq, Morocco, Syria, Iran, Sudan, Algeria and Egypt were also listed as “countries with significant presence of facilitators,” as together they account for 30 percent of the total. read more
Tesla is suffering one of its worst sell-offs of the year after announcing it would begin closing all of its stores in favour of selling its electric cars exclusively online.The goal is to allow Tesla to lower the price of its Model 3, the vehicle that CEO Elon Musk envisions as the company’s first mass-market vehicle.The last time the Tesla shares were hit this hard was on Jan. 18, also following actions by Musk intended to lower the price of the Model 3. On that day, Musk said 7 per cent of Tesla’s workforce would be let go.The base price for the Model 3, Tesla’s cheapest car, is now $44,000. CALGARY — The National Energy Board is ordering a subsidiary of Enbridge Inc. (TSX:ENB) to take measures to improve worker safety and environmental protection after several infractions were spotted during field inspections of a B.C. pipeline expansion project.The agency says it issued three orders to Spectra Energy Transmission concerning construction of its High Pine natural gas pipeline expansion project near Chetwynd, B.C.The NEB says the new pipeline poses no immediate environmental or public safety concerns.The company is cited for failure to construct bridges over watercourses according to specification, failure to protect environmentally sensitive areas near streams, lakes and wetlands from disturbance, and inadequate sediment and erosion control measures at watercourse crossings.The NEB inspectors ordered the company to complete 27 measures. These included halting unsafe pipe handling activities, assessing the adequacy of project oversight, immediately ceasing travel on bridges and ramps that span two watercourses, and submitting company action plans to address management of construction activities.The expansion project was approved a year ago. The pipeline moves 240 million cubic feet of natural gas per day to the British Columbia Lower Mainland and into the United States. read more
A bus ran into a post along the Anuradhapura-Puttalam road this morning injuring 16 people, the police media unit said.The accident occurred when the driver of the bus with 19 pilgrims heading to Anuradhapura from Wellampitiya had fallen asleep. According to the police the pilgrims had sustained only minor injuries.The driver of the bus was arrested.

Having weathered a three-game suspension to its star point guard, Samantha Prahalis, the No. 6 Ohio State women’s basketball team (5-0) enters the heart of its non-conference schedule undefeated and expecting the best shot from each opponent. “We have to have an understanding that we are targeted by our opponents,” OSU coach Jim Foster said. “We are a big game on a lot of people’s schedules. Team are going to come out and play us hard every night.” The Buckeyes will face Virginia (4-3) tonight in the ACC/Big Ten Challenge. Each of Virginia’s three losses this season have come against nationally ranked opponents. A judge has intervened to prevent a man from sharing naked images of himself online, after ruling that he does not understand what he is doing.The 21-year-old, who has learning difficulties, now cannot access the internet and social media unless under strict supervision. The unprecedented case is the first case to assess a person’s capacity to use the internet.The “vulnerable” man, who cannot be identified and who is referred to only as ‘A’, is the subject of a Court of Protection ruling which came after it emerged that he had shared explicit pictures of himself, searched for child pornography and communicated with men implicated in one of the nation’s biggest child sex grooming operations.In his ruling earlier this year, Mr Justice Cobb found that A did not understand whether he was searching for illegal, extreme and sexual content online.He said: “When unsupervised A is known to search compulsively for pornography and he has, worryingly, developed a considerable interest in sites showing paedophiliac and extreme, even illegal, sexual activity; he cannot read nor understand the warnings regarding content and safety.”A’s case marked the first time that the court assessed how to assess whether someone has the capacity to use the internet and social media and know what they are doing.Mr Justice Cobb listed in detail the “relevant information” which needed to be understood by A in order to make such a judgement. This included: that information and images shared on the internet can be shared widely and cannot be stopped, privacy settings can limit some sharing, offensive or rude images may upset people, some people are not who they say they are when communicating online, it may be a crime if extremely rude images, messages or videos are viewed online.The judge concluded that A “lacks capacity to use the internet or social media” because there are deficits in his ability to understand such concepts.Legal experts told The Telegraph that there is no previously reported case which spells out exactly what this “relevant information” is. As a result, Mr Justice Cobb’s judgement will provide useful precedent for social care and health workers dealing with similar concerns surrounding exploitation.Concerns about A’s internet use first arose in early 2016 when he was living at home. His parents discovered that A, who identifies as a gay man, had used his Facebook account to share intimate photographs and videos of his genitals with unknown men. At that time, his social worker reported that he had a “compulsion to communicate with others online seems to override any concern he may have for his own safety”.A later confided in a support worker that he had been twice raped following contact with a man he met online. He now resides in supported living accommodation, has a number of work placements and is subject to a care plan – provided by his local authority – which restricts his internet usage.However A’s confession to his support worker sparked a joint police and social work investigation which revealed that he had been extensively accessing extreme pornography, some of which was illegal.He had also made contact with a large number of men locally, nationally and internationally, some of whom were known by police to be sexual predators and sex offenders known within their Operation Sanctuary investigation.The complex investigation into modern day slavery, trafficking and sexual exploitation was launched by Northumbria Police. In the past few years more than 100 offenders have been jailed for a total of almost 500 years for abuse carried out against more than 270 victims.Mr Justice Cobb said that the investigating officer was concerned that if A’s behaviour continued as it was, “there was a risk that he would not just be a victim but could become a perpetrator of offences concerning internet imagery due to his lack of understanding around the subject”.He ruled that it was in A’s best interests to utilise an internet safety care plan drafted by his local authority. This entailed timed use of iPads under supervision and a financially capped phone contract which does not include internet access.Since staff know that A is “dextrous and canny” in deleting his call and message history, they also have to check his phone for messages on a daily basis to ensure that he is not engaging in inappropriate communications. Staff will also maintain “a high degree of vigilance” around their own digital devices. read more

Noeline Blackwell, CEO of the Dublin Rape Crisis Centre which assists victims of rapes and sexual assaults, said the centre also noticed increases in the number of historic cases of sexual offences being disclosed. “There is something at the moment where people are beginning to understand it’s not their fault, that they are victims of the crime and they are entitled to report it,” she told TheJournal.ie. “Every single quarter for the past couple of years the number of offences have gone up. “What’s different about this is the level of detail we’re given from the CSO. I don’t ever recall statistics that broke figures down to this extent – we would only know there were so many offences recorded.“This time they seem to be doing an awful lot more by identifying the sex of the person, the victim of crimes, and also the length of time between reporting the crime,” Blackwell said.She explained there are a number of reasons for delayed disclosures, including child abuse only reported by victims when they reach adulthood, issues in later relationships, or historic family abuse being reported only after a family member has died. The CSO data showed 83% of historic sexual violence reports in 2018 referred to incidents which occurred in childhood. Some 56% of those – or 566 victims – were females under the age of 18 at the time of the offence, and 28% of those – or 283 victims – were males under 18 at the time. The latest information from the Central Statistics Office on recorded crime in Ireland for 2018 highlighted a gap between the gender of victims of homicides, as well as a gap in the gender of victims of sexual offences. There were 57 male victims of homicide last year – the equivalent of 77% of the total number recorded – while there were 17 female victims of homicide, or 23% of the total number recorded. Some 32% of the recorded homicide victims were young men or women aged between 18 and 29 years.The figures were compiled using the number of cases recorded by An Garda Síochana in 2018. The data also showed there were 46 victims of murder or manslaughter – 78% of whom were males – and a further 28 victims arising from dangerous driving leading to death – 75% of whom were males. Sexual ViolenceIn contrast to the high number of male victims of homicide, the majority of sexual violence victims were female. There were 2,771 recorded sexual offences – rapes and sexual assaults – last year, with 82% of those victims being female, compared to 18% who were male. Instead of rehashing the same old Dragon Ball Z story, this is something new. The star of DBF‘s story is apparently Android 21 — who was first introduced in this month’s V-Jump magazine. The story trailer does little to explain the new character or what the hell is happening… but it sure looks nice!Besides the new Android character, the trailer also shows old Dragon Ball favorites, Tienshinhan and Yamcha. Tien rocks his Dragon Ball Super outfit and his signature third eye. He can unleash attacks like Tri-Beam and Dodon Ray. His little buddy Chiaotzu can enter the fight and assist. Yamcha is for players who like to fight up close. He can use his Wolf Fang Fist attack, and of course, the Kamehameha.Bandai Namco created Android 21 with supervision from Dragon Ball creator, Akira Toriyama. According to Kotaku, Bandai Namco told Toriyama the game’s story and the type of character Android 21 was. Toriyama then took these ideas and used them to design the new character. Android 21 is supposedly as intelligent as her creator, Dr. Gero, and is responsible for bringing back Android 16. Dragon Ball FighterZ producer Tomoko Hiroki expressed her wish for Android 21 to one day appear in the Dragon Ball manga.Due to her shapely physique, Dragon Ball fans quickly became enamored with Android 21. The quixotic daydream about what they could do with all of that money, (forget the fact most lottery winners file for bankruptcy ultimately). But, inherent in their excitement is the serendipity of it all.It’s an unexpected windfall, free money; you don’t have to work for it or kill anybody, it’s big cheese from heaven, no strings attached. The $700 million recently pledged by Gov. Larry Hogan for the revitalization of some of Baltimore’s most impoverished and beleaguered neighborhoods is no such arrangement.Over the course of four years, $94 million will be set aside for the demolition of 4,000 properties across the city. Another $600 million in subsidies is designated for redevelopment. Demolition in the 1000 block of N. Stricker St. (the same neighborhood where Freddie Gray lived and was arrested on the day that led to his ultimate demise) in SandtownWinchester began the first week in January.“As I walked the streets of this city, people were repeatedly calling out and begging us to help do something about the blight that is all around them,” said Gov. Hogan during a joint press conference with Baltimore Mayor Stephanie RawlingsBlake the same day demolition began. “We have heard your call for action…,” Hogan added. He called Baltimore the “core” of Maryland.How convenient. The mission name for the $700 million makeover is, “Project C.O.R.E,” (Creating Opportunities for Renewal and Enterprise). Cute.But, why is the Maryland Stadium Authority overseeing an integral component of what Jay Brodie (king emeritus of the Baltimore Development Corporation), characterizes as an unprecedented, “infusion of this magnitude,” into Baltimore’s poorest neighborhoods?The Maryland Stadium Authority was originally formed in 1986 by Gov. Harry Hughes to preside over the construction and operation of sports stadiums inthe Baltimore metropolitan area. The MSA’s crown jewels are Oriole Park at Camden Yards and M&T Bank Stadium (originally PSINet Stadium). And the entity has been in charge of the construction of sports complexes all over the state, as well as the Hippodrome Performing Arts Center, expansion of the Baltimore Convention Center and demolition of old Memorial Stadium.So , again, why is the Maryland Stadium Authority (of all the state entities) being handed the ball (so to speak) to be at the center of a massive revitalization of the city’s poorest most troubled neighborhoods when they have zero experience in doing so?The MSA consists of seven members who serve four year terms. Six of those members are appointed by the governor and one is appointed by the mayor of Baltimore. So, the MSA operates almost solely at the governor’s pleasure.Obviously, the concept of a nearly billion dollar infusion of resources in poor communities should be a cause for great hope. But, putting the MSA in charge seems like a paternalistic gesture at best and at worst a continuation of the plantation like relationship between state lawmakers (including the governor) and the city of Baltimore.Further, some could see Gov. Hogan’s insertion of the MSA into the process as a rather transparent effort to inject Baltimore’s robust gentrification engine with rocket fuel.But, on the other hand, the sad truth is we’ve seen billions tossed at Baltimore for decades and we’ve witnessed a feeble and oftentimes corrupt Democratic political infrastructure “mess up” money with great acumen (Think about the original Enterprise Zone for SandtownWinchester).Ask yourself this question; given Baltimore’s record of fiscal ineptitude and misconduct, who would you hand over a billion dollars to for the resurrection of Baltimore’s poorest neighborhoods who need it most? read more

It may be mentioned that no candidate is allowed to capture video or photo inside the polling station as per EC norm. The presiding officer who was removed, claimed on television camera that he did not know if a candidate can take photographs inside the booth. The Commission may take action against Ghosh after receiving the report from the district administration. Senior Trinamool Congress leader Firhad Hakim said that local people staged a protest demonstration in front of Ghosh only because she and her party tried to create trouble in various places. “BJP has no organisation to fight the electoral battle. Hence they were unable to field agents in polling stations. They were trying to create hue and cry over fielding of polling agents. Ghosh was bringing people from outside as her election agents. Elections were going on peacefully when she tried to create confusion among the people. Her security person fired and a TMC worker was injured. Low mortgage rates present opportunities for homeowners to refinance their homes, but recent data and analysis shows that they are not taking advantage of billions of dollars in savings.Earlier this month, Black Knight Financial Services’ (BKFS) Data and Analytics division reported in their Mortgage Monitor Report that as of November 2015, approximately 5.2 million borrowers could likely both qualify for and benefit from refinancing at today’s interest rates.Although the number of refinancers may appear to be large, it is actually down from over 7 million in April 2015. Black Knight reports that interest rates were under 3.7 percent during this time, and the 20-year rate was 3.96.Black Knight Data & Analytics SVP Ben Graboske explained, “This population is diminishing, and as mortgage interest rates rise, it will only continue to shrink further.”Recent analysis of Black Knight’s data by NerdWallet found that the 1 percent rule in the housing market is changing.Previously, homeowners typically refinanced if they could get a new rate at least 1-2 percent, or 100-200 basis points, lower than their original interest rate.
